Job Description

The public sector client is looking to recruit a Risk analyst for a short term temporary contract of 3 months, which enables you to work remotely. The successful candidate will have a valid SC Clearance at the outset of this assignment.

A short-term contractual (three-months) role in the Bank of England’s second-line non-financial risk function and focusing on the operational risk management of delivery of the Bank’s Real Time Gross Settlement (RTGS) system Renewal Programme.

Enterprise Risk and Resilience Division (ERRD) sits within the Bank of England’s Risk Directorate (the ‘second line’ of defence), and is responsible for second-line operational risk oversight and challenge across the organisation.

Essential Skills & Experience

Criteria: 
The candidate needs to have technical knowledge in operational risk or prior experience of working in an operational risk environment. Experience working in a large change programme or technical understanding of change management and related risk management is desirable but not essential. And an understanding of Critical National Infrastructure, Payment Systems (or Payment Systems Operators), or major change delivery projects within financial services. RTGS Service; and / or the RTGS Renewal Programme is also desirable.

The candidate will also need to have had experience or be able to demonstrate: 
• Excellent stakeholder management skills: the job holder should have credibility and proven experience of engagement with senior leaders either within the Bank and elsewhere.
• Strong written and oral communication skills: the job holder should have the ability to make an impact and influence effectively; and be comfortable attending senior level committee meetings.

• Proven analytical skills: the job holder must have well-honed quantitative analytical skills and the ability to use robust analysis to make a persuasive argument.

Key Tasks & Deliverables

The key purpose of this role will be delivering important and detailed risk assessments of readiness ahead of ‘Transition State 2’ Go-Live. Topics and areas of focus will include, but not be restricted to, the following:

• TS2 Target Operating Model – preparedness for how operational and technology functions running and supporting RTGS are structured and organised
• RTGS Renewal Tail Risks / Scenario Planning – assessing tail risks (High-Impact / Low-Probability events) and considering preparedness for a range of the extreme but plausible scenarios that could impact the launch of TS2 and RTGS more generally
• RTGS Renewal Risk Management Framework – supporting and challenging risk management within the RTGS Renewal Programme
• RTGS Renewal Change and Access Management – supporting and challenging the appropriateness of change management controls for the RTGS Renewal Programme

Key responsibilities include: 
• Leading or contributing to a range of high-profile operational and reputational risk assessments, as well as scenario analysis.
• Effectively communicating analysis outcomes, enabling senior leaders to make risk-based decisions.
• Working with and influencing a diverse range of partners to identify and implement risk mitigating controls and processes.
