Job Description

The public sector client is looking to recruit a Regulatory Charges Finance Manager for a 6 month temporary contract based in London. You will be working at the office for 2 days of the week and 3 days remotely during the course of the assignment, unless otherwise advised.

Job Purpose:
Devising methods and procedures for obtaining data in relation to budgets and the economy. Development of an economic framework. Understanding various sampling techniques that may be used to conduct different types of surveys. Creating and using various econometric modelling techniques to develop forecasts. Understanding and interpreting data gained from models and other research sources. Analysing data to test the effectiveness of current policies, products or services and advising on the suitability of alternative courses of action, allocation of scarce resources and providing sound evidence to support these decisions. Explaining research methodology and justifying conclusions drawn from research data. Providing economic advice to a range of stakeholders and evaluating past / present economic issues and trends.

 

Essential Skills & Experience

Essential
• Educated to degree level in a highly numerate subject (e.g. economics, finance, maths, physics, engineering)
• Experience of interpreting and using financial and accounting information to conduct analysis
• Experience of conducting analysis underlying the development and calculation of charges in (a) a regulated network industry or (b) another cost-based charging/pricing environment
• Strong financial modelling skills (Excel) and report writing skills (Word) clearly documenting and explaining such analysis
• Excellent attention to detail

Desirable
• An understanding of economic regulation concepts
• Knowledge of the railway sector

Key Tasks & Deliverables

Support the calculation of regulated access charges and the development of access charge methodologies and policies.

1. Support the calculation of prices charged for access to railway infrastructure (track, stations, etc) in line with methodologies developed by Network Rail and approved by the regulator The Office of Rail and Road, using financial and operational data from across the business. Produce and update spreadsheets and documents clearly setting out and explaining the calculations.
2. Conduct analysis of financial and operational data to support the assessment and development of proposals for potential revisions to charging methodologies. Produce and update spreadsheets and documents clearly setting out and explaining the analysis and its implications
3. Support engagement with internal and external stakeholders in response to specific queries about the principles behind or detailed application of the calculation of access charges.

Qualifications, Training & Certificates

The successful candidate will have a valid DBS or be willing to apply for one on CV submission or when a job offer has been made and accepted.
