Job Description
The public sector client is looking to recruit a Programme Development Manager for a 12 month temporary contract which is to be based in RISLEY. The successful candidate will have a valid DBS. Please Note: This assignment sits inside of IR35.
The scope of the work will cover all types of studies. The work will also involve supporting the programmes and technical teams in developing study briefs, and the delivery of these study briefs once approved.
The Manager in the SMPrO Study Team will report to the Senior Study Manager for the SL Value Stream that the work is being undertaken. In some cases the study work is undertaken as part of an integrated team, in these the Study Manager will report to either the Programme Manager or the Strategy and Technical Lead.
The role of a Study Manager requires a unique set of skills and experience which are proving to be in sort supply both within SL and supply chain partners. This is due to the role being one of a wide breadth of technical experience and knowledge over the full nuclear delivery life cycle and the combination of management knowledge and experience that is required that over laps with project, programme, technical, strategy and engineering delivery.
Essential Skills & Experience
ACCOUNTABILITIES
To Directorate Head of Programme Delivery for:
Delivery of studies to the requirements of the authorized study briefs.
Defining the Study delivery strategy.
Supporting the programme in decision making, presentation of study outcomes and through
governance stages as requested.
Keeping the Head of Programme Delivery informed of threats to and opportunities for study delivery.
Ensuring appropriate standards and practices are deployed.
Ensuring that deliverables and solutions are safe, legal, adequately underpinned and meet the
requirements of the nuclear site licence.
To the Senior Study Manager:
Ensuring that the team deployed is SQEP to maintain client knowledge and Site Licence
requirements, including “Intelligent Customer”.
Ensuring the Study is delivered and controlled efficiently and effectively.
Ensuring the Local Work Level Instructions and Arrangements are effectively utilised.
Putting in place and maintaining effective communications with stakeholders.
Reporting, monitoring and administration of contracts in line with business requirements.
To the Functional Directorates:
Governance systems and procedures have been adequately (fit for purpose) applied to all applicable
deliverables, reports and reviewing boards.
Adequate application and consideration of client Business and Improvements Plans (e.g.
PEDIP, Safety Case Development Principles, Standards and Expectations).
Key Tasks & Deliverables
• Delivery of a study or group of studies to decision makers within an area of the business. • Development of a working relationship with Single Point of Accountability (SPA, usually Heads of Programmes), strategic authorities, programme managers and subject matter experts to deliver the studies the study manager is appointed to. • Leadership of the study team to suit the studies being delivered • Deployment of the most efficient study delivery methods, innovative techniques and study acquisition models. • Contribute towards the acquisition and dissemination of best practice to the study community as a whole. • Work collaboratively with the supply chain. • Ensure that governance and assurance is applied to study work such that decisions are recorded, agreed and audit-able to have been made by the right people using the right information and following the right approach

Authorities:
To select and appoint the study team members in consultation with other key role holders.
To propose the most appropriate “Make Buy” strategy around study delivery in consultation with
other key role holders.
Work within financial delegations.
Prepare and check deliverables, strategies, schedule and cost estimates.
Select and be able to justify the standards, systems and procedures used, including financial.
Prioritisation and allocation of work to team members.

Qualifications, Training & Certificates
Ideal candidate is coming from a engineering development role/ infrastructure engineering project back ground
