Job Description
The public sector client is looking to recruit a Product Manager for a 6 month temporary contract which is based in Leeds and there will be regular travel to London. There is a flexibility to work remotely some of the time, however, you will need to be office based at times. The successful candidate will have a valid DBS. Please Note; This assignment sits inside IR35.
The purpose of the this assignment is to:
• Oversee the backlog and manage ongoing development of the SPL to ensure that new information about the progress or impact of the pandemic is updated in the system
• Oversee any maintenance developments, for example to optimise or stabilise the system
Essential Skills & Experience
Health Sector experience or experience managing data/infrastructure product development in a complex environment
– Product Owner – at least 4 years experience
– Experience of working with Cloud technology
Desirable:
• GDS experience
• Experience being a scrum master previously
Practitioner level skills and experience in:
– Leading teams to define and align their product and delivery plans, including product visions, iterative roadmaps, development backlogs, release plans and business cases.
– Coaching and mentoring more junior product managers and their teams – flexing between the bigger picture and product-specific issues to align teams around shared strategic intent. o advocating for, implementing and championing changes that foster a culture of continuous improvement across the organisation.
– understanding users – identifying who they are and what their needs are based on user research, feedback and other data sources.
– Defining and clearly communicating outcomes to be met by a product, service or team – whether these are user needs, technical requirements or business-related outcomes.
Expert level skills and experience in:
– Communicating ideas clearly and persuasively to diverse audience groups using multiple remote and face-to-face methods (e.g. show and tells, meetings, presentations, conferences, user and stakeholder interviews).
Practitioner level skills and experience in:
– Fostering collaboration within and between diverse multidisciplinary service or product delivery teams (e.g. containing a mix of developers, designers, user researchers and other experts).
– Forming productive working relationships with colleagues at all levels and within a complex management structure (e.g. with commissioners, delivery partners and other stakeholders).
– Monitoring team and individual performance – providing advice, guidance and coaching to colleagues as required. o negotiating in order to overcome constraints (e.g. scope and relative prioritisation of work) – bringing together views and perspectives from diverse groups of stakeholders to deliver a successful product or service for users.
– Understanding the goals and motivations of different stakeholder groups and the implications of these for different courses of action – balancing fostering good relationships with delivering necessary outcomes for users.
Practitioner level skills and experience in:
– Understanding how different stages of the product lifecycle affect a delivery team’s focus, composition and decision-making (e.g. differences between a service in discovery, beta and a mature, live product).
– Evaluating uncertainties or limitations in available information when making critical decisions about product direction, prioritising the most critical decisions and needs.
– Assessing potential and evidenced user needs alongside strategic objectives (e.g. from business plans and stakeholder engagement) and technical requirements (e.g. performance, integrity, monitorability, maintainability, security) – ensuring these evaluated holistically against clearly defined outcomes for a product, service or team.
– Determining relevant objectives, key results and performance indicators for a product or service to helps delivery partners, stakeholders and management to ensure the best strategic decisions are made.
– Choosing and applying appropriate structured techniques for problem solving and utilising appropriate toolsets to understand and represent the needs of users.
Key Tasks & Deliverables
Practitioner level knowledge of:
– the product lifecycle and how products in different stages of it benefit from different design and development approaches.
– user-centred service design practices and methodologies for public-facing, business-facing or internal services and applications.
– a variety of techniques for idea generation, backlog prioritisation, gathering and analysing user or stakeholder feedback, and understanding service metrics and analytics. o emerging trends and advances in the wider digital technology landscape and modern engineering practice.
– Understands the range of technology and development choices available and is able to lead informed conversations and decisions based on user needs, product integrity and value for money.
Qualifications, Training & Certificates
Expert level knowledge of:
– agile methodologies (e.g. Scrum, Lean, Kanban) including how to apply an agile mindset to all aspects of their work – and the role of the product manager in collaborating with teams working in different delivery environments.
