Job Description

The public sector client is looking to recruit a HR Manager to work on a 6 month temporary contract, which will be home-based, in the first instance, however, you will potentially be required to attend meeting in either Leeds, when requested. The successful candidate will have a valid DBS. Please Note: This assignment sits inside of IR35.

About the Client: The client is looking to set up an infrastructure bank (the Bank), to co-finance infrastructure projects alongside the private sector. This is an exciting project to be a part of, and expertise in HR is needed to develop the HR function for this new organisation and onboard staff into it.

Essential Skills & Experience

HR advisory and implementation: 
The Bank will need the full suite of appropriate policies and procedures to govern human resources in the Bank. Though this will be a public sector organisation these policies should be akin to private sector peers.

These policies are currently being developed but experience in a private sector setting, developing and implementing core HR policies to support the running of a financial institution, will be useful as part of setting up the back office operations of the Bank.

HR experience in a financial institution
Experience in developing and administering core HR policies, including working with payroll to establish payment and remuneration systems and structures. As well as establishing a pensions policy and provider.

Key Tasks & Deliverables

HR function: 
The Bank also needs for these policies to be administered. In the early phases, there will be a focus on on-boarding new staff to the Bank, and setting them up with (once developed) introductory packages, IT, internal policies, and payroll.

Recruitment
Depending on levels of experience, there may be an opportunity to help develop a recruitment campaign to scale up the staff members of the Bank. The Bank will be headquartered in Leeds, and will need to recruit the project finance expertise necessary to fulfil the mandate.

Qualifications, Training & Certificates

Familiarity with Oracle Systems (use as a human capital management platform)
Experience in onboarding and recruitment
The Bank will absorb an existing team from another government organisation as it is absorbing the team’s responsibilities. Experience in managing team / organisational restructures (and possibly a TUPE process) would be a benefit.
Experience in a public sector setting also a benefit
