Job Description
The public sector client is looking to recruit a Head of Finance Operations for a 12 month temporary contract, which can be based in any of the following locations listed: London – Bristol – Belfast Warrington or Crawley. You will be required to work 3 days in the office of your choice and the remaining days of the week can be worked remotely. The successful candidate will have a valid SC Clearance.
Essential Skills & Experience
Expert knowledge of FREM and Annual Report and Accounts production under the relevant Accounting Standards. Extensive experience in working with NAO to deliver successful audits, manage stakeholders and mitigate audit risks.
Expert knowledge of MPM, CSF, Financial Control frameworks, Cabinet Office Functional Standards for Finance and Counter Fraud, Experience of Financial reporting to boards and providing second line assurances to the Accounting officer and ARAC.
Experience in investment appraisals and applying a challenge and financial assurance of business cases.
Key Tasks & Deliverables
- Lead the finance team to deliver the financial accounting work plan for the year,
- Produce high quality finance updates and assurance papers for ARAC,
- Lead effective audit engagements with NAO / GIAA on interim and final audits and a production of agency’s Annual Accounts,
- Continuously improve financial control framework within agency including financial policies and processes,
- Support agency leadership team to mitigate audit risks in commands and produce technical papers that assure business compliance with accounting standards,
- Oversee monthly performance against transaction KPIs,
- Work across the agency and with external partners to influence business compliance with transactional finance processes,
- Provide substantial technical input into ERP project for financial transaction processes,
- Manage/coach staff and provide guidance on development,

Transferable Skills:Contractor will be required to hand over working papers and documentation to the returning staff / new member of staff.
Qualifications, Training & Certificates
Qualifications: Finance Accounting Qualification (CCAB).
Travel; Travel to sites/meetings in the UK may be required. Travel expenses will be reimbursed in accordance with the client’s Expenses Policy. The cost of travel between the successful candidates home and the primary location(s) of work will not be reimbursed.
