Job Description

The public sector client is looking to recruit a Data Science Systems Analyst for a 3 month the temporary contract which can either be based in London or in Leeds, however, which ever site you choose to work at, the assignment is office based. Those candidates opting to be based in Leeds, may be expected to travel to London as and when required.

About The Client:

We are recruiting for a data science systems analyst in the Systems & Monitoring team for 3 months.
MoJ’s outsourced services amount to c. £30bn worth of investment through c.1,200+ contracts with c.700+ suppliers. The Commercial Business Partnering Team underpins the successful design, delivery and monitoring of these outsourced services.

The Successful candidate will be joining an award-winning team – the work of the Commercial Business Partnering Team was highly commended at the Global Innovation and Excellence awards for World Commerce and Contracting. Our team’s work is seen as pioneering in commercial analytics in government, where we are on occasion invited to engage with other government departments to advise on our approaches and methods. The Systems & Monitoring team is one of four teams within Commercial Business Partnering, responsible for ensuring that the department has the right evidence and tools to make intelligent choices in outsourcing our services, hold our suppliers to account, and secure value for money for the taxpayer.

The Systems & Monitoring team’s primary role is to build and maintain systems that allow the department to assess the performance of its outsourced contracts. The team have been leading the way on automation and reproducible analysis, shifting processes from excel to our analytical platform – a secure data analysis environment, providing modern tools and key datasets for MoJ analysts. The postholder would lead the critical function of continuing the development of our analytical programming and maintaining that already in existence. Using a variety of languages – such as R, Python and SQL – the postholder would develop user interfaces for collecting data, backend databases and processing functions for our analytics and reporting. The individual would also be supporting the Deep Dive team, who within commercial business partnering, are developing automated Value for Money assessment and reporting tools on the analytical platform.

The role will suit an experienced analyst who can quickly assimilate information and translate that knowledge to systems that meet business needs. It would also be beneficial if the postholder has knowledge of public sector contracts and/or commercial analytics, but this is not necessary. The postholder will have the opportunity to engage with senior stakeholders across the department, representing DASD on high-profile project boards. Therefore, the successful candidate must be confident to engage with a broad range of stakeholders (including finance and commercial colleagues), link up disparate work streams across the various analytical teams in the Department, and provide robust challenge to senior customers.

 

 

Essential Skills & Experience

• Experience of using R and SQL.
• Excellent written and verbal skills, particularly in the articulation of analytical arguments in making a case.
• Developing and managing relations with stakeholders to represent the DASD and build confidence in our work.
• Ability to see the bigger picture for commercial analytics.
• Good organisational and project management skills.
• Knowledge of best practice model design and analytical quality assurance.
Desirable Skills
• Knowledge of the Outsourcing Playbook and the tendering process in the public sector.
• Supplier markets knowledge.
• Experience of using RShiny and/or Python

Key Tasks & Deliverables

Key responsibilities:
• Maintaining and developing innovative tools to collect and report on the department’s highest value and riskiest contracts via the ‘Gold scorecard’ process.
• Programming in analytical languages, such as R, Python and SQL, to generate user interfaces and data visualisations using tools such as RShiny.
• Developing new systems and tools to capture commercial data, particularly the value for money assessment tool in production.
• Producing robust, reproducible analysis and collaborating with other analysts.
• Working closely with the Deep Dive team and commercial partners to translate business needs into useable tools and reports.
• Simplifying complex technical concepts, educate and inform others by communicating theses clearly to both technical and non-technical experts.
• Championing analytical quality assurance best practices.

Qualifications, Training & Certificates

The successful candidate will have a valid DBS or be willing to apply for one on CV submission or when a job offer has been made and accepted. This assignment sits inside IR35.

About the Rates of Pay: The higher pay rate advertised in our job advert/s will always be the highest Ltd or Umbrella Company pay rate that the client is willing to pay up to and the lower pay rate advertised in our job advert/s will always be the highest PAYE pay rate, that the client is willing to pay up to, unless otherwise specified.
