Job Description
The public sector client is looking to recruit a Data Sharing and Governance Manager for a 6 month temporary contract, which enables you to work remotely until the restrictions ease. Thereafter you will have the option to work at any of the clients hubs listed: Leeds, Manchester, Blackpool, Newcastle or London.
The Data Sharing Team is a newly developed team and is part of an ever expanding Office of the Chief Data Officer (OoCDO). This role is an opportunity for future senior leaders to shape and change how the OoCDO integrates and works with the wider Department as the OoCDO matures.
The OoCDO is responsible for leveraging the Department’s data as a strategic assets and oversees a range of data-related capabilities that include; Data Strategy & Governance, Data Quality, Data Architecture, Usage & Maintenance, Data Privacy and Data Security.
The OoCDO has set out a clear ambition to improve the way we collect, consume, use, store and share our data, whilst embedding the highest standards of data quality, protection, ethics and security so that the Department truly values data as an asset and data related risks are minimised and that the appropriate assurance can be provided to the Chief Data Officer, Executive Team and regulators.

The ideal candidate for this role will be able to demonstrate the following essential skills:
• Demonstrable record of collaborative working, stakeholder interactions and relationship building based on mutual respect and trust. The ability to communicate effectively and confidently with stakeholders at all levels to understand and meet customer requirements.
• Effective oral and written communicator and can produced communications and publicity material to help inform and gain ‘Buy in’ across a large scale diverse organisation (circa 85k staff) on the Data Governance Strategy.
Key Tasks & Deliverables
You will:
• Act as a subject matter expert and first point of contact for data sharing related process queries for one or more Business Areas, government departments or third parties.
• Provide feedback from Business Areas to help implement and continually improve the Data Sharing Policy, procedures and standards as well as any associated products.
• Be responsible for ensuring that all users of DWP data understand and follow the Data Sharing Policy, Procedures and Standards and their individual responsibilities around the processes. This will include accountability for developing and conducting training sessions with colleagues across DWP on the Data Sharing Policy and processes.
• Work closely and collaboratively across the organisation with colleagues who have responsibilities for data to ensure they continue to take accountability for Data Sharing governance requirements.
• Produce high quality communication products including progress reports to senior leaders, the DWP Chief Data Officer and the Head of the Data Strategy and Enablement.
• Take a role in the delivery of culture change and moving away from legacy data sharing arrangements and processes.
• Support the delivery of roadshows, attending meetings and marketing DWP as a ‘Data Centric’ Department focused on treating Data as an asset to benefit citizens.
• Lead Data Governance Working Groups and Boards to communicate Data Sharing best practice, resolve issues and share lessons learnt.
• Continually identify opportunities for improvement in line with the Department’s Data Governance Framework and industry best practice.
• Identify, develop and support Data roles within the Data Governance framework ensuring clear responsibilities for the stewardship of DWP’s principal data assets.
