Job Description
The public sector client is looking to recruit 2 Data Analysts for a short term temporary contract, up until the end of this year (December 2021). The successful candidates will be able to work from either of the clients offices, based in Leeds or London. The assignment also enables you to work partially remotely.
The successful candidate will have a valid DBS or be willing to apply for one on CV submission or when a job offer has been made and accepted. This assignment sits inside IR35.
About the Rates of Pay: The higher pay rate advertised in our job advert/s will always be the highest Ltd or Umbrella Company pay rate that the client is willing to pay up to and the lower pay rate advertised in our job advert/s will always be the highest PAYE pay rate, that the client is willing to pay up to, unless otherwise specified. If the PAYE rate is not indicated in the job advert then please contact us for confirmation of the PAYE daily pay rate.
Essential Skills & Experience
Essential
• Advanced knowledge of analytical requirements gathering.
• Knowledge and experience in interpreting results from complex analysis, applying the results to a given problem and suggest conclusions to be drawn.
• Specialised working knowledge of databases including database structure and database interrogation tools including SQL and/or Python.
• Good working knowledge of spreadsheets, with experience of making use of their wider functionality.
• Developed knowledge of a wide range of data quality issues and the application of the appropriate data validation techniques.
• Ability to ensure quality, value and compliance with professional standards for a team’s output and take accountability for this.
• Evidence of active engagement with stakeholders and negotiation skills and commitment to meeting stakeholder expectations.
• Excellent oral and written communication skills, with the ability to choose content and style to suit the audience, including large groups.
• Able to communicate complex and technical concepts and issues to non-technical colleagues, customers, stakeholders and potential customers at all levels.
• Proven ability to design new data products and analytical outputs that meet the needs of customers.
• The ability to develop dashboards using best of breed tools such as Power BI and Tableau.
Minimum Requirement:

• Highly developed knowledge of using a statistical package, e.g. SAS, SPSS, R or Python.
• Expert in the appropriate visualisation of complex Health Data with easy to interpret clear messages.
• Knowledge of policy developments in the health and social care domain and the wider context specific to the business area.
• Experience of working in the public sector/An understanding of the health system.
• Knowledge of project or service management practices, tools and techniques and effective risk management.
• Developed knowledge of professional standards (including Code of Practice for Statistics, Data Protection Act, Freedom of Information Act) and their application.
• Detailed understanding of Code of Practice for Statistics and strong ability to apply to real world situations.
• Experience developing processes and procedures to ensure the effective, efficient and robust collection of data.
• Expert in the manipulation, linkage and analysis of the data available within health.
• Specialised knowledge of information governance and the implications arising from linking multiple data sources together.
Key Tasks & Deliverables
Technical Specialism
• Is able to employ experience of their specialism(s) to directly benefit delivery of solutions
• Provides technical expertise in backend data store products such as LDAP, RDBMS (Oracle, PostGreSQL), Riak, Redis)
• Provide expertise in front end web development (Apache, Python, PHP, Ajax, JQuery, JSON, HTML5, CSS3) and troubleshooting.
• Evidence of the design and delivery of high-availability Windows or Linux server architectures, including both clustered and externally load-balanced
• solution.
• Understanding of XML messaging, in particular ebXML or SOAP standards.
• In-depth knowledge of network technology, DNS, Load Balancing
• Knowledge of log analysis systems or monitoring and alerting solutions such as Splunk or Nagios.
