Job Description
The public sector client is looking to recruit a Commercial Officer for a 6 month temporary contract, which will be remote working with regular travel to office (depending on the needs of the client). The client is based in Bristol. Due to security and information access restriction, and the nature of the role is only open to a sole BRITISH nationals with active security clearance. SC clearance is essential, DV clearance would be advantageous. Please Note; This assignment sits inside of IR35.
A Clients Digital Programme Delivery team is seeking a suitable experienced and skilled Commercial Officer to operate within a Commercial team in assisting with the delivery of a Category A ICT Programme across Defence which is transforming ageing legacy systems into layered services thus providing a more joined up ways of working for the MOD community.
Essential Skills & Experience
The candidate will be a competent procurement professional with experience gained within a Defence environment.
They should be comfortable and able to support colleagues leading procurements and able to take the lead and deliver key procurements or managing complex contracts as required.
They must have demonstrable experience of public sector procurement and contract management within technology delivery environments.
They must be at ease with providing updates and briefings at both a team and senior level, stakeholder management skills are required in this complex commercial/program environment.
They must be able to work on multiple work packages in parallel and be accustomed to delivering high quality commercial outputs and outcomes against a backdrop of challenging deadlines.
Key Tasks & Deliverables
•Commercial Administration
•Drafting letters
•Attendance at meetings
•Drafting contract documentation
•Contract management.
•Obtaining and supporting approvals/scrutiny e.g. Cabinet Office, IAB/IAC.
•Transition arrangements form the current to new contract.
•Placement and management of licencing agreements.
•Placement and management of framework agreements.
•Support where needed to procurement activities.
•Other ad-hoc duties.
Qualifications, Training & Certificates
CIPS Level 4 , relevant experience of working within complex ICT Delivery Programmes
Experience in MOD and/or another relevant public sector procurement organisation Experience of digital/technology procurement, multi-sourcing and outsourcing
Experience of creating and delivering commercial strategies
Experience of Contract Management
Experience of leading commercial delivery of procurement projects in both a competitive and non-competitive environment.
Experience of running procurement exercises via OJEU and government frameworks
Experience/evidence of commercial activity to deliver technology disaggregation programs
