Job Description

The public sector client is looking to recruit a Business and Operational Delivery Management Officer for a short term temporary contract of 3 months, which may be extended thereafter. The assignment is based in Leeds/Southport. Please note: This assignment sits inside of IR35.

Following strategic commitments made in the Life Sciences Industrial Strategy the client has launched a suite of data services to support there trials. The trials aims to provide data services to support high quality clinical research to understand the safety and efficacy of new treatments. There are 4 main service offerings being developed to support clinical trialists to access timely and high-quality data across the lifecycle of a clinical trial:
• Feasibility – using national datasets to assess number and location of patients who meet key eligibility criteria for Clinical Trials.
• Identification – Suitable patients are identified and invited to participate in a clinical trial.
• Communications – enhancing communications between clinical trialists, patients and GPs, before, during and after a trial.
• Outcomes – linkage of trial cohorts to data sources to collect information on relevant medical events providing efficient and comprehensive assessment of clinical safety and efficiency.

The focus of the team is to provide excellent services tailored to the needs of our customers whilst at the same time ensuring robust access controls to maintain public trust and transparency.

Essential Skills & Experience

Essential: 

• Experience in an Information Assurance environment with focus on Data Sharing
• Experience presenting to Assurance panels, relaying data access request/sharing arrangements and making recommendations.
• Experience of planning, coordinating and managing end to end service delivery in a complex environment.
• Experience of effective internal and external stakeholder management, building and maintaining relationships through excellent communication.
• Ability to manage of customer expectations – often managing conflicting priorities and within the confines of rules and regulations.
• Experience of managing a number of stakeholders with conflicting priorities within the confines of rules and regulations.
• Experience of managing a team, understanding demand and being able to act as an escalation point for complex issues.
• Experience of working with stakeholders at various levels of seniority to achieve positive outcomes (relationship and stakeholder management skills), including chairing customer engagement meetings
• Identifies and pre-empts conflict, appropriate approaches to escalate where required, and proactively manage, implement and communicate changes/solutions.
• Experience of working with limited direction / supervision in a multi-disciplinary team supporting Clinical Trials Units and stakeholders
• Responsible for own learning and development as well as supporting the development of others by encouraging continuous learning and development, knowledge sharing and access to development opportunities.

• Be an advocate for the health DigiTrials service by clearly communicating the service offering
• Comfortable working in complex environments with an ability and willingness to learn at pace.
• Excellent attention to detail and ability to distill complex information and produce clear and accurate data access applications.

Desirable:

• Experience using Microsoft Dynamics Customer Relationship Management (CRM) software
• Experience developing and understanding data flow diagrams

Experience of providing subject matter expertise on;

• Analysing Information assurance matters, ranging from highly complex guidance principles, to mandatory and legal requirements and best practice.
• Analysing IA problems and making recommendations.
• Providing IA advice to external organisations.
• Assurance and recommending approval of data releases based on data access request/sharing requests
• Providing advice on data access & sharing to stakeholders.

Key Tasks & Deliverables

Key responsibilities of the role include:
• Working closely with customers to understand what they need and support them through the data access process in line with legislation and best practice.
• Working flexibly and collaboratively as part of a multi-disciplinary team to problem solve and support the continuous improvement of the clients DigiTrials service.
• Providing day to day supervision, managing the workload and providing first line of escalation for the case officer(s) in the team. Deputising for the Service Delivery Manager as required.

Qualifications, Training & Certificates

A good practical understanding of the:
• laws in England that support data releases to third parties (Data Protection Act/GDPR)
• ICO guidance in relation to the processing and sharing of data.
• types of organisations that could legitimately request Health Data.
• importance of information governance.
• application of which elements contained in the above which would need to be assured to assess the legality of sharing data

Desirable:

• understanding of health datasets
• knowledge and experience of working within the Public sector and particularly within the Healthcare sector.
• knowledge of the Health and Social Care Act 2012 and understanding of the changing health landscape
• Up-to-date knowledge of current legislation, best practice and standards in the field of IA – Data Protection and GDPR.
• Experience of Clinical Trials Management including knowledge of protocols, consent materials, and ethics approval processes.
• Working knowledge of task management, workflow, or collaboration tools either within a project, programme or across a portfolio.

Essential:

• Masters level degree or equivalent level of experience leading the delivery of operational services to customers
• Relevant professional qualification (i.e.; BCS Data Protection Certificate) or equivalent experience
