Job Description

The public sector client is looking to recruit 10 Analysts for a 5 month temporary contract – that is up until the end of the financial year (March 2022), which enables you to work remotely throughout the assignment.

The client is looking to recruit:

5 x Analysts with SAS and R skills
5 x Analysts with Excel and R skills

Background. The MoJ is recruiting a pool of 10 analysts to support the Data and Evidence as a Service (DES) area to transfer its analysis to the Ministry of Justice Analytical Platform. DES teams support the Ministry of Justice and partners with analysis of Government data on crime, court cases, prison and probation services and its workforce. Analysts will be embedded in DES teams, working under the direction of the team leader, to deliver specific outcomes. Analysts will be allocated to teams depending on skills and priority, and may work for several teams during the course of their contract.

Essential Skills & Experience

Skills. DES teams currently use SAS, SQL, Microsoft Access and Excel to analyse data for publication. These roles will be embedded in analytical teams, helping them migrate their analysis onto the Amazon Web Services (AWS)-based Analytical Platform, translating their analysis processes into R.

The following experience and skills are essential: 
1) Technical: 
a) Excellent data manipulation and quantitative analysis skills, including manipulation of large, complex datasets using R
b) Experience of using SAS and Oracle SQL or Access and Excel
c) The ability to present complex analysis clearly to a non-technical audience
d) Experience of using quality assurance techniques to ensure robust analysis (i.e. to Aqua book standards).

2) General: 
a) Project management skills
b) Excellent interpersonal skills and the ability to build and maintain strong working relationships with team members and stakeholders.
c) Strong influencing and negotiation skills and ability to use technical knowledge to steer analysis in appropriate direction with buy-in from stakeholders.

Key Tasks & Deliverables

Your responsibilities will include:  
Building relationships with Ministry of Justice analytical and operational experts to understand the requirements, existing processes, data analysis needs and deliverables.

Understanding current outputs and processes and translating this into alternative methods, quality assuring any outputs, ensuring any differences are investigated, understood, and resolved.
Ensuring robust quality assurance of own analysis and supporting the quality assurance of analysis across the wider team in line with HM Treasury’s Aqua Book which gives guidance on producing quality analysis for government.
Summarising outputs into new tables for use in Official Statistics publication
Clearly communicating issues and results along with appropriate caveats to non-technical customers and senior leaders.

Qualifications, Training & Certificates

The following experience and skills are desirable:
a) Experience of working in the Ministry of Justice or other Government department.
b) Experience and use of GitHub.
c) An understanding of the Government Statistical Service Code of Practice.

The successful candidate will have a valid DBS or be willing to apply for one on CV submission or when a job offer has been made and accepted. This assignment sits inside IR35.
